Gloria Macapagal-Arroyo

Her nine-year administration probably suffered the worst public perception as indicated in the various nationwide surveys wherein she garnered a consistently negative percentage on net satisfaction ratings.

Here is a review of her outgoing administration and the controversies surrounding it up until her last day in office which was June 30, 2010.

CONGRESSIONAL SEAT + CHA-CHA = PM GMA?

Charter Change has always been a hot issue with Gloria Macapagal-Arroyo's administration. It is contested that she and her allies have attempted it  several times, also so as to extend her seat in power. Rumors persisted speculating on whether she will in fact step down or if Martial Law will be repeated but MalacaƱang continued to deny such and GMA herself hinted from time to time of running for Congress, as is demonstrated on the video above and confirmed with the one below.

This move however, continued to be interpreted as her attempt to stay in power as a seat in congress could help her launch Cha-Cha and consequently become Prime Minister.

MIDNIGHT APPOINTMENTS

"One lawyer says the Presidential Management Staff (PMS) has so far tracked 977 Arroyo appointments in the last six months of her nine-year reign." (Valderama, 2010)

These appointments are speculated to back Arroyo after she steps down from the Presidency against the many civil and criminal charges awaiting her.
